Relic: How Our Constitution Undermines Effective Government--and Why We Need a More Powerful Presidency, by William G. Howell, Terry M. Mo

Our government is failing us. From health care to immigration, from the tax code to climate change, our political institutions cannot deal effectively with the challenges of modern society. Why the dysfunction? Contemporary reformers single out the usual suspects, including polarization and the rise in campaign spending. But what if the roots go much deeper, to the nation’s founding?

In Relic, William G. Howell and Terry M. Moe point to the Constitution as the main culprit. The framers designed the Constitution some 225 years ago for a simple, agrarian society. But the government they created, with a parochial Congress at its center, is ill-equipped to address the serious social problems that arise in a complex, postindustrial nation. We are prisoners of the past, burdened with an antiquated government that cannot make effective policy, and often cannot do anything at all.

The solution is to update the Constitution for modern times. This can be accomplished, Howell and Moe argue, through reforms that push Congress and all its pathologies to the periphery of the lawmaking process, and bring presidents—whose concern for their legacy drives them to seek coherent policy solutions—to the center of decision making. As Howell and Moe reveal, the key to effective government for modern America is a more powerful presidency.

Relic is a provocative and essential book for our era of political dysfunction and popular despair. It sheds new light on what is wrong with our government and what can be done about it, challenging us to reconsider the very foundation of the American experiment.

Review
“The case for constitutional reform in Relic is the best—certainly the most realistic—in many years.... Just getting people to think seriously about constitutional reform would be progress. The cogent analysis in Relic helps to achieve that goal.”
—Wall Street Journal

“Focused, committed, convincing, and composed in moderate language that will appeal to those all along the political continuum.”
—Kirkus Reviews

“Howell and Moe make the bold and trenchant argument that the dysfunctions of American government lie squarely in the powers that the Founding Fathers gave Congress, and that the solution is to dramatically shift the balance of power to the executive. This book is sure to trigger an important debate, precisely because its fundamental analysis is so correct.”
—Francis Fukuyama, Stanford University, and author of Political Order and Political Decay

“Clear-eyed and unapologetic, Howell and Moe insist that our nation’s political woes stem not from our polarized political class but from an outdated Constitution. Anyone interested in our nation’s political health will profit from exploring their bracing vision of how that Constitution now protects particularistic interests and propagates dysfunction.”
—Paul Pierson, UC Berkeley, and coauthor of the New York Times bestseller Winner-Take-All Politics

“Howell and Moe deserve immense credit for ‘connecting the dots’ between our dangerously dysfunctional political system and an outmoded Constitution. One can only admire their willingness to challenge the cult of the Constitution that afflicts our political culture and hope that their book gets the widespread attention that it so richly deserves.”
—Sanford Levinson, University of Texas Law School, and author of Framed: America’s 51 Constitutions and the Crisis of Governance

“Howell and Moe deliver the most concise, devastating account of congressional failure that I have ever read. In calling for a constitutional amendment that would increase the president’s power over the legislative process, they have set the terms of debate for years to come.”
—Eric Posner, University of Chicago

“Of all the books seeking to explain the decline of our political institutions, this one—from two of our best presidential scholars—might be the most radical. The problem, William Howell and Terry Moe argue, is that the Constitution fundamentally misdesigned Congress. Their cure for this mistake: a President with far greater control over the legislative process. For a daring argument about the future of American government, here’s your book.”
—Richard H. Pildes, Sudler Family Professor of Constitutional Law at NYU School of Law

"Marshaling an institutional imagination, Relic urgently contends that the Constitution should be revised to confer 'fast-track' powers on presidents to help American democracy successfully address our most pressing problems. Especially for those of us wishing to fortify Congress, this provocative call for a more formidable presidency offers a strongly-argued challenge. Let the debate begin!"
—Ira Katznelson, author of Fear Itself: The New Deal and the Origins of Our Time

“Timely, accessible and provocative, Relic is essential reading for scholars, policymakers, and ordinary citizens concerned about whether their government is up to emerging challenges like global terrorism, rising inequality, and climate change.”
—Eric Patashnik, Professor of Public Policy and Politics, University of Virginia and author of Reforms at Risk

Checks and balances weren't put in to coax consensus from simple people of like backgrounds. They were put in to prevent people
By Marc Hodak
The book's premise is that the founding fathers drafted a constitution based on their parochial needs in their particular environment, and that the dramatic shift in our needs and environment requires greater centralization of power. This premise is as wrong as it is misguided.

The author glosses over the fact that we had just won a revolution against the centralized power of a monarchy. Every other powerful country was headed by a strong monarchy. The ideal if a benevolent monarch was not foreign to them.

It's misleading to say that the Founding Fathers were merely thinking about the temporal needs of an agrarian society. They were thinking about the enduring governance needs of a free people in a society undergoing rapid evolution in a very uncertain world. They were well aware of the benefits and pitfalls of the system they put into place. Checks and balances weren't put in to coax consensus from simple people of like backgrounds. They were put in to prevent people with big ambitions from imposing their ambitions on everyone else without at least a significant degree of consent. These principles were heartily debated in that time. A powerful executive was not the underdog in that debate.

The amendment process was not put in place to make it almost impossible to change the constitution over time. The constitution was amended 27 times since its adoption. American progressives have simply tired of going through the hard work of convincing their fellow citizens of the necessity of their programs, and would rather some enlightened elite just have the power to do "what's right."

I am looking forward to seeing what the authors think about centralizing power in the Presidency when Donald gets that power. (Actually, I'm not looking forward to Donald actually winning; just the authors' reaction if he does.)

A poorly thought out argument against the Constitution and America in General. No even thought provoking or well written
By Mom of Two
Want to welcome facism (which many people who read this book won't even realize) is the basis of an overly strong presidency drifting into dictatorship? Well then buy this book and follow it's dictates. The Constitution for the rest of us, who actually believe in it-is a document which has stood the test of time. More than 200 years later, we are still benefiting from its genius, its checks and balances and its clear concise prose. So while this author presents his very weakly written diatribe, I can imagine that he knows better than the 360 million Americans currently living under the Constitution. I am quite sure he would welcome the dictates of President Obama in term three telling him what to do and how to do it. I, on the other hand, prefer to rely on the genius of democracy strengthened by the Constitution which has worked well for the billions of Americans who have lived with it over the years. Silly gratutious writing like this should be taken seriously. Fools like this author have helped usher in facism and dictatorships the world over in a mistaken effort to reform society. I wish I could give this poorly written book a negative 100.

Intelligent work on a necessary topic
By Amazon Customer
Everyone agrees that the government isn't working as efficiently as it should, but no one knows what to do about it. Relic does a great job of identifying the fundamental structural problems plaguing the federal government and proposes some simple and rational changes that could take a huge step toward curing Washington stagnation and ineffectiveness. The authors' proposals are genius in that they accomplish these things while still respecting the core tenants of the Constitution, such as the separation of powers. A fantastic and well thought work.

An Embarrassment of Riches: Tapping Into the World's Greatest Legacy of Wealth, by Alexander Green

Tune into the news and you’ll hear stories of war, disease, natural disasters, corruption, violence, poverty, crime, nuclear proliferation, terrorism and political dysfunction in Washington. Polls show many believe the American dream is fading, our children face limited opportunities, and the country is decidedly on the wrong track. Yet this dour perspective – one recycled 24/7 by the national media – is a gross distortion of the world we live in today.

As national investment expert and bestselling author Alexander Green reveals in this engrossing and provocative new book, the human race has never had it so good. In the West today, we work shorter hours, have more purchasing power, enjoy goods and services in almost limitless supply, and have more leisure time than ever before. Living standards are the highest they have ever been. The human life span has nearly doubled over the past hundred years. Literacy and education levels – even I.Q.’s – are at all-time highs. Technology and medicine are revolutionizing our lives. All forms of pollution – with the exception of greenhouse gases – are in decline. Access to the arts has never been greater. Crime is in a long-term cycle of decline. And the risk of death by violence has never been smaller for most of humanity.

By almost every measure, our lives today are wealthy beyond measure. We are all heir to an embarrassment of riches. Yet – thanks in large part the drumbeat of negative media coverage – most of us don’t realize it. Green compares the average citizen to “a lottery winner whose ticket is lost in some upstairs drawer.”

The consequences of adopting the cynical but popular worldview are many, including needless pessimism, missed investment opportunities, and – surprisingly – even poorer health. Yet An Embarrassment of Riches provides a powerful antidote.

Green begins with a robust survey of the many ways our lives are becoming longer, easier, safer, healthier and more prosperous. He then embarks on a wide-ranging exploration of the ideas and the many men and women – both living and dead – that are still enriching our lives today.

Among the many subjects explored are American exceptionalism, the extraordinary power of economic freedom, the lifesaving role of medicine and technology, the life-extending benefits of optimism, the radical theology of Thomas Jefferson, the keys to civility and greatness, the wisdom of Confucius and Aristotle, the ability of beauty to enrich our lives, and even one artist’s thought-provoking take on “how to defeat death.”

In An Embarrassment of Riches, New York Times bestselling author Alexander Green offers a holistic approach to wealth – and offers a welcome perspective that allows us to live fuller, richer lives.

His best book yet....a live romp through history, philosophy, science and life
By Jo Ann Skousen
Alex Green is one of those rare Wall Streeters who branches out beyond the mundane and the material. Green is a financial guru who writes for the Oxford Club and has been beating the market for years (see his one financial book, "The Gone Fishin' Portfolio" -- highly recommended). But I like him even more for his philosophical writings, as revealed in his previous bestsellers, "Beyond Wealth" and "Secret of Shelter Island."

This third book on the good life is undoubtedly his best, and definitely the most upbeat. He even makes the point that optimistic people live better and longer lives. I love his singular chapters on great thinkers and philosophers, such as Galileo, Aristotle, William James, Ben Franklin, Adam Smith, George Washington, Garcia Lorca, Confucius, and Jefferson. The book also highlights current thinkers who are shaping our world, such as Whole Foods's John Mackey, Apple's Steve Jobs, economist Milton Friedman, management guru Steve Covey, and iconoclastic Nassim Taleb. I should add that I was not particularly fond of one of Green's chapters -- "A Requiem for an Atheist," his praise of the stanchly anti-religious Chrisopher Hitchens. Talk about a downer!

All in all, Green's new book is a delightful romp through history, philosophy, science and life -- and the fun thing is that you can start anywhere.

Recognizing How "Rich" You Really Are
By Dave Fessler
I met Alexander Green about seven years ago on my first trip to the Oxford Club in Baltimore. As we both got to know each other, we found we had similar interests: conversation, music, books, reading, and, of course, writing.

Alex was my mentor during my early years as a financial writer. I couldn’t have asked for a better one.

Alex is a prolific writer. He’s written three New York Times best sellers: The Gone Fishin’ Portfolio, The Secret of Shelter Island and Beyond Wealth.

Alex’s new book, An Embarrassment of Riches, is destined to be his fourth. As with his previous two books, An Embarrassment of Riches can be read in the normal fashion, from front to back. You can also pick it up, turn to any chapter, and just start reading.

The book is divided into three parts: A Wealth of Gratitude, A Wealth of Wisdom and A Wealth of Understanding. Each contains essays that will awaken and inspire you.

There’s no question you will learn something… perhaps even something about yourself you didn’t know. Best of all, it will cause you to think and wonder, and you’ll be a better human being for it. I know I am.

You see, I love being outside, in the woods… on a mountaintop… walking along a deserted beach… or with my fly rod in a mountain stream. Anywhere I can be alone… with my own thoughts. It’s all very personal to me.

Perhaps that’s why I enjoy Alex’s new book, An Embarrassment of Riches so much. It helps me realize how much I already have.

There’s a message in every essay. Perhaps it’s something about a subject we haven’t given much thought to.

Alex’s writing style is articulate, clear and concise. His observations are astute and thought provoking. Alex puts together a message in a few pages that always moves me in some way.

An Embarrassment of Riches belongs on everyone’s bedside table. As it did with me, reading it will surely remind you of how rich your life already is, regardless of your financial status.

Very happy to read this.
By Kenneth Koprich
Yes, I loved reading this book. It is so upbeat... so optimistic. It is well researched and comprehensive. If you don't know why you should feel richness in your life, this is the book for you. Read and learn. Ok, I do read a lot, and many of the books and information cited are quite familiar to me. However, it is great to have it collected and presented all in summary form in one place. The message needs a barrage of uplifting material to persuade us... to open our eyes in the western world to the fact that even if we don't have a huge amount of money, we are rich is so many other ways compared to our ancestors. No matter what your interest may be, whether it be science, history, philosophy, poetry, music, the universe, nutrition, or life style, I'm sure you will find a suggestion that will give you ideas for further exploration. Thank you Alex Green.

The man behind the slogan "If you don't look good, we don't look good" is celebrated in this account of his phenomenal hairdressing career. Working in beauty salons since the age of 14, Sassoon developed innovative hairstyling techniques, treating hair as fabric to be cut to suit individual bone structure. He told his own story in Sorry I Kept You Waiting , Madam ( LJ 6/15/68) and coauthored A Year of Beauty and Health (1975) with his wife then, Beverly. This update on his legacy includes the 1984 Olympic Collection, the Punk influence, and Sassoon's vision for Nineties hair. Included is a decade-by-decade chronology of Sassoon fashion collaborations, cuts, perms, color techniques, salons, academies, product developments, promotions, publications, and media events, plus a glossary of hairstyling terms. Indispensable for fashion history collections and recommended for libraries where interest is strong.

From the Back Cover

"Excellent. The most valuable, detailed anatomical studies (which are also beautifully drawn) of all parts of the figure."—American Artist
"The best book on artist's anatomy available anywhere."—Art Students League News
Countless artists and students since the 1920s have used this and other books by George B. Bridgman (for nearly 50 years a teacher at the Art Students League in New York) for a solid foundation and understanding of human anatomy. They have found, and continue to find, that his unique way of discovering the vitalizing forces in the human form and realizing them in drawing carries the student pleasantly over one of art's most severe hurdles. Bridgman's superb anatomical sketches, of which there are nearly 500 in the book, also bring clearly to fruition his lucid theories of how to draw the human body in its structure and its complex movements.
Constructive Anatomy, an anatomical reference guide for the working artist, sculptor, and student, graphically shows important parts of the human body, both in motion and in repose—hand, wrist, thumb, fingers, forearm, arm, armpit, shoulder, neck, head, eye, nose, ear, mouth, chin, trunk (front, side, and back), pelvis, hip, thigh, leg, knee, ankle, foot, and toes. Drawings of bone and muscle structure of the working of the joints and the interrelation of the various parts of the body are mainly concerned with movement of all sorts—movements that are described in detail as well as illustrated. The bending, twisting, and turning, creasing and interlocking of the various parts of the body are represented in drawing as the wedging of masses in specific ways that are clearly defined by Mr. Bridgman.
Every artist will save tedious hours of research with this simple but effective approach, and will be delighted with its directness and fervor.

About the Author
Canadian artist George Brandt Bridgman (1865-1943) studied at the cole des Beaux Arts in Paris and taught at New York City's Art Students League. Generations of students have learned the principles of anatomy and figure drawing from his books, which rank among Dover's most popular art instruction texts.

Still the best anatomy book around
By T. Austin
I have nearly ten anatomy books and this is the one I grab for most when I need to solve an anatomy problem while drawing or sketching.
For the most part, Bridgman first simplifies complex anatomy problems into simple structures before exploring the muscle patterns into more complex detail. This allows the artist to see the particular anatomy problem as a proportional mass rather than a complex network of muscle fibers. For me, this makes the human anatomy much more accessible.
For instance, he will take the torso and break it down into simple objects like cubes, triangles, and planes, illustrate them in their proper proportions, and then move forward into to more precise detail.
I find this book not just educational but as a great reference as well.

One of my Top 3 Bridgman books- great in drawing from memory...
By "extreme_dig_cm"
Mainly for intermediate-level artists- it's actually *GREAT* for enthusiastic beginners. It has a little bit of *everything* depicting anatomy construction from memory. It's also great for general improvement; a few tips & tricks- an *excellent* reference for all working artists.
This is the book that really turned me on to the genius that is Bridgman. At first glance it may not be immediately impressive, but flip to page 167 for a quick look at his cubed-construction of the head. It's Bridgman's brief but effective treatment of cube-construction in this book that really, really impresses me. Many books *mention* cube-construction for heads; many books show a brief picture or two. But not many show it with the precision & detail that Bridgman conveys in just a few short pages. It deals with figure construction mainly in its parts- for full-figure movement, check out Bridgman's Complete Guide, or his less overwhelming Bridgman's Life Drawing. Constructive Anatomy begins with hands, which in my opinion is the weakest part of the book. (Bridgman's 100 Hands is much, much better.) Arms are next and they're easily among Bridgman's best, although not all the drawings are crystal clear. Many of the BEST drawings in Bridgman's Complete Guide are taken from this book, and his depiction of arms here is definitely among them. The shoulder & neck briefly follow, and are above average in their depiction. Then it's time for that excellent section: the cubed-construction of the head. It's only a FEW pages- I don't want to oversell it. But in my opinion at least, it's worth the price of the book. Individual features follow: eyes, nose, ears and mouth are simply & accurately treated. This is a more *in-depth* book than Heads, Features and Faces- which is mainly a simple introduction to the basics. Maybe the BEST section in Constructive Anatomy involves the Torso. He describes more in a few pages than most books ever do- and with a precision & beauty that few seem to match. The pelvis, legs, knees, feet & toes finish this truly excellent work. If anyone's overwhelmed by Bridgman's Complete Guide, Constructive Anatomy is a simple & effective choice to make- Highly Recommended!
In short- Along with Book of a Hundred Hands and Bridgman's Complete Guide, Constructive Anatomy is currently in my Top 3 by Bridgman.

Superb content, great price...
By A Customer
One of the few books that I constantly refer to in figure drawing. Although the content was written way back in 1920, the concepts are still as valid then, as now.
The simple pencilled illustrations provide easy guidelines as to where one muscle stops and another begins. This enables one to draw a muscly figure with a few lines and shapes to show bulk and depth, especially with comic book illustration.
Finally, the price is perhaps as great a drawing factor as the content. Some comic book artists swear by Geoge Bridgman's books. You might also want to try some publications by Jack Hamm.

About the Author
Alice Corbett Fiacco was born at home in Watervliet, New York, in 1930, to Mary Duffy Corbett and Watervliet Fire Chief James J. Corbett. Growing up outside of Troy, New York, during the Great Depression and World War II, within a close-knit family in a community of fellow Roman Catholic Irish-Americans, she learned early on the importance of family, faith, love, and self-determination. The decades of her life spent as wife of an insurance salesman, mother to seven boys, homemaker, Scouting and School and Church Volunteer, sometime outside-the-home employee and, ultimately, Grandmother and Great-Grandmother, has provided the joy and meaning she has found in her life. Forty years have passed from her earliest note-taking at the kitchen table as her mother (who died in 1975) regaled family and friends with stories about life in Troy in the early 1900’s, progressed to researching the period in the Troy Public Library, and on to finishing the novel whose title is the author’s assessment of how each one of us perceives life: “Thru The Eyes of The Beholder.”

Quite a strong story
By Camila Mora
I read this book about three times. It is the journal of a young girl who was confused; like any other teenager, but who opted for heroin as an escape to her daily routine and misfortunes. This will lead her to prostituting herself, and down a road that is very dark and lonely. If you like books that will make you feel like you are riding a rollercoaster as you read, then buy it. It is excellent. Although it describes the life of a young drug addict, it gives a deep understanding of how the choices blindly make in life can transform us from innocent beings into people that we do not want to be.

Critical Perspectives on the Responsibility to Protect: Interrogating Theory and Practice (Routledge Studies in Intervention and Statebuild

This edited volume critically examines the widely supported doctrine of the 'Responsibility to Protect', and investigates the claim that it embodies progressive values in international politics.

Since the United Nations World Summit of 2005, a remarkable consensus has emerged in support of the doctrine of the ‘responsibility to protect’ (R2P) – the idea that states and the international community bear a joint duty to protect peoples around the world from mass atrocities. While there has been plenty of discussion over how this doctrine can best be implemented, there has been no systematic criticism of the principles underlying R2P. This volume is the first critically to interrogate both the theoretical principles and the policy consequences of this doctrine.

The authors in this collection argue that the doctrine of R2P does not in fact embody progressive values, and they explore the possibility that the R2P may undermine political accountability within states and international peace between them. This volume not only advances a novel set of arguments, but will also spur debate by offering views that are seldom heard in discussions of R2P. The aim of the volume is to bring a range of criticisms to bear from a variety of disciplinary perspectives, including international law, political science, IR theory and security studies.

This book will be of much interest to students of the Responsibility to Protect, humanitarian intervention, human security, critical security studies and IR in general.
